Development Strategy
The Training and Development Strategy underpins all of the current development and activities across World Sailing and seeks to improve participation across all areas of the sport
The World Sailing Training and Development Strategy was launched in 2019. The strategy focuses on work to encourage, promote and build the sport of sailing with programs that are:
- Safe
- Empowering for women and youth
- Accessible to all
- Inclusive, regardless of gender, race, creed or ability
- Sustainable in all aspects
And that contributes to:
- Health and wellbeing
- Personal skills development
- Societal and community growth

Definition of an Emerging Nation
In order to focus the development work World Sailing offers, the definition helps to identify nations who would benefit most from the additional opportunities and support.
The definition was updated in April 2021 by the World Sailing Development and Regions Committee to ensure the definition was relevant and supported the most number of World Sailing Member National Authorities possible. The definition now considers the representation of a nation in the World Sailing fleet racing rankings, including both male and female development, as well as the resources available to a country. This definition is then reviewed after the Sailing World Championships and Olympic Games.
